【摘要】:InadditiontoEN13850-2002PostalServices-QualityofService-Measurementofthetransittimeofend-to-endservicesforsinglepieceprioritymailandfirstclassmail,thisEuropeanStandardspecifiesmothodsformeasuringtheend-to-endtransittimeofdomesticandcross-bordernon-prioritysinglepiecemail,lollected,processedanddistributedbypostalserviceoperators.Itconsidersmethodsusingarepresentativeend-to-endsampleofalltypesofsinglepieceaddressedlettermail.ThisEuropeanStandardhasbeendevelopedfromandiscompatiblewiththerequirementsofEN13850-2002.Assuch,surveysforbothpriorityandnon-prioritysinglepiecemailmaybeundertakenconcurrentlywhilstreportingseparateestimatesofpriotrityandnon-prioritytransittimes.Theoveralltransittimequality-of-serviceresultistobeexpressedaspercentageofmaildeliveredwithinJ+ndaysend-to-endaccordingtotheEU"Postaldirective".ThisEuropeanStandardrelatestothemeasurementofso-called"normal"servicesgiventoprivatepersons/householdsandbusinessesthatpostmailatstreetletterboxes,overthecounteratpostoffice,havepickupsattheirofficesorgivetheirmaildirectlyatpostalserviceoperator'ssortingcentres.FortechnicalreasonsthisEuropeanStandardmaynotinallpartsbesuitableforthemeasuringofverysmallvolumesofmailandforoperatorswithlimitedcoverage.ThisEuropeanStandardisnotapplicableformeasuringtheend-to-endtransittimedistributionoflargebulkmailers'servicesandhybridmail,whichrequiredifferentmeasurementsystemsandmethodologies.
